For the whipped cream. Using an electric mixer, whip the cream in a bowl for 2 to 3 minutes until stiff peaks form. Add vanilla extract and powdered sugar, then whip for 30 more seconds. Transfer the whipped cream to a pastry bag fitted with a fluted tip. Set aside in a cool place.
For the hot chocolate. Place the milk, chocolate chips and vanilla in a saucepan. Bring to a boil over medium-low heat while stirring with a wooden spoon, until smooth.
Divide the hot chocolate between four cups or glasses. Garnish with whipped cream.
